Twenty-four drivers are entered for the 200-lap race so all will make the show.
Three full-time entries are not on the list: Sigma Performance Services’ No. 23, Andy Jankowiak in the KLAS Motorsports No. 73, and Nitro Motorsports’ No. 46. Treyten Lapcevich is entered in the No. 70 Toyota for Nitro as the organization announced he will replace Thad Moffitt, who has dropped to part-time status due to a partner withdrawal.

Max Reaves makes his national series debut in the Joe Gibbs Racing No. 18. Reaves has won his first three ARCA Menards Series East races in 2025, tying the series record.
Mason Mitchell will make his second start of the season in the Venturini Motorsports No. 25.
Fast Track Racing will field five entries at Berlin: Don Thompson in the No. 9, Matt Kemp in the No. 10, Tony Cosentino in the No. 11, Trevor Ward in the No. 12 and Jeff Smith in the No. 01.
Other notables include City Garage Motorsports fielding Becca Monopoli in her No. 85 and Michael Clayton in a second entry, the No. 5. Mullins Racing returns with team owner Willie Mullins in the No. 3. Also, Dale Shearer will make his second start of the year in his No. 98.
Rise Motorsports team owner Tim Goulet will pilot the No. 31, Mandy Chick will drive the Maples Motorsports No. 67 and Chris Golden will drive the No. 86 for Clubb Racing Inc.
The 24 drivers will take the green flag on Saturday, June 14 at 7 p.m. ET with TV coverage provided by FOX Sports 1.

In 13 NASCAR Cup Series starts at Dover (Del.) Motor Speedway, Spire Motorsports has logged one top-15 and two top-20 finishes. Corey LaJoie earned a team-best 14th-place finish at the “Monster Mile” in May 2023. Spire Motorsports fields the Nos. 7, 71 and 77 Chevrolet ZL1s in the Cup Series for Justin Haley, Michael McDowell and Carson Hocevar, respectively.
The 400-lap event will be televised live on TNT and streamed on MAX, Sunday, July 20 beginning at 2 p.m. Eastern Daylight Time (EDT). The 20th of 36 points-paying races on the 2025 NASCAR Cup Series calendar will be broadcast live on the Performance Racing Network and SiriusXM NASCAR Radio Channel 90.
Justin Haley – Driver, No. 7 Spire Motorsports Chevrolet ZL1
Justin Haley will pilot Spire Motorsports’ No. 7 Gainbridge Chevrolet ZL1 in Sunday’s NASCAR Cup Series race at Dover (Del.) Motor Speedway.
Haley has made three NASCAR Cup Series starts at Dover Motor Speedway, highlighted by an 11th-place finish in June 2022. The 26-year-old veteran racer has recorded one top-15 and two top-25 results at the “Monster Mile.” He holds an average starting position of 25.0 and an average finish of 19.0.
Haley made his NASCAR Cup Series debut at Dover Motor Speedway in the 2022 Duramax Drydene 400 where he started 14th and recorded a venue-best 11th-place finish. He completed all 400 laps and earned 19 stage points.
Last weekend at Sonoma (Calif.) Raceway, Haley delivered a solid 15th-place finish – his fifth top 15 of the season. He was also credited with the fastest lap of the race to secure as additional bonus point coming out of the series’ annual visit to northern California.

In NASCAR Xfinity Series competition at Dover Motor Speedway, Haley recorded a series/venue best fourth-place effort in October 2019.
In two CRAFTSMAN Truck Series starts at the daunting one-mile oval, the Winamac, Ind., native has a pair of top-10 finishes, including a third-place showing in the 2018 JEGS 200.
Haley is one of just 41 drivers to have won races in all three of NASCAR’s National Touring Series. The driver of Spire Motorsports’ No. 7 Chevy has collected one win in the NASCAR Cup Series, four in the NASCAR Xfinity Series and three in the NASCAR CRAFTSMAN Truck Series.
Haley is a veteran of 164 Cup Series starts and has notched one win, five top fives, 16 top 10s and led 103 laps in NASCAR’s premier division.
In total, Haley has made 63 Cup Series starts for Spire Motorsports, including his first start in NASCAR’s premier division at Talladega Superspeedway on his 20th birthday.

Coming off a strong performance in Sonoma, what are you looking forward to at Dover Motor Speedway?
“We had a great weekend in Sonoma and finished strong. That momentum will help us this weekend at Dover to get a strong qualifying draw. I feel like Dover hasn’t changed much over the years and there’s not a big resin build up on the track. I think it takes all weekend to get the rubber built up to make it racy. I feel like the Cup cars are super-fast there and it’s packed with fans. Dover is a fun track and I’ve always enjoyed the Monster Mile, so we’re hoping for a strong result this weekend.”
Atop the No. 7 Box – Crew Chief Ryan Sparks
Ryan Sparks serves in a dual role as both Spire Motorsports Competition Director and crew chief for driver Justin Haley and was first paired with Haley at Bristol Motor Speedway in September 2024.
The Winston Salem, N.C., native has called 187 NASCAR Cup Series races where he’s earned three top-five and nine top-10 finishes.
In total, Sparks has called six Cup Series races at Dover Motor Speedway and is credited with one top-15 and a pair of top-20 finishes. Most recently, Sparks led Corey LaJoie to a 21st-place result last April where the No. 7 Chevy paced the field for 33 laps.
Michael McDowell – Driver, No. 71 Spire Motorsports Chevrolet ZL1
Michael McDowell will pilot Spire Motorsports’ No. 71 Delaware Life Chevrolet ZL1 in Sunday’s NASCAR Cup Series’ race at Dover Motor Speedway.
McDowell has two dozen starts at the concrete one-mile oval in America’s first state, spanning 15 seasons. Over those 24 races, the NASCAR Cup Series staple has recorded three top-20 and nine top-25 finishes. He earned a series/venue best 17th-place finish at the 2022 DuraMax Drydene 400 coupled with a career-best qualifying effort of eighth in 2024.
Last week at Sonoma Raceway the two-time Cup Series race winner earned a season-best fourth-place finish, marking his second top-five and third top-10 of the season.
The Glendale, Ariz., native has logged five NASCAR Xfinity Series starts at the ultra-fast high-banked oval and secured best finish of 11th in 2009.
In the series most recent visit to Dover last April, the father-of-five qualified eighth and ran 285 laps until mechanical issues ended the day for his Travis Peterson-led team.
The No. 71 team earned a $100,000 payday and a trip to Victory Lane after winning the Mechanix Wear Pit Crew Challenge during NASCAR’s All-Star Weekend at North Wilkesboro (N.C.) Speedway. The crew’s blazing 12.587-second stop topped all entries for both the NASCAR All-Star Open and NASCAR All-Star Race, earning the title of the fastest team on pit road.
McDowell has claimed three Xfinity Fastest Lap awards this season, clocking the fastest lap in the Daytona 500, Phoenix Raceway and Talladega (Ala.) Superspeedway.
McDowell secured Spire Motorsports’ first Busch Light Pole Award at Las Vegas Motor Speedway in March. His 28.833-second lap marks the fastest lap in NASCAR’s seventh-generation Cup Series car (2022-present) at the 1.5-mile Nevada oval. He is also credited with securing Spire Motorsports’ first stage win two weekends ago in the Grant Park 165 contested on the streets of downtown Chicago.

What are your thoughts heading back to a track where you have back-to-back top-10’s and how do you feel about NASCAR’s attempt at street racing?
“I wish I knew how to figure it out. Dover has been one of those tracks that is just so tough for me. I think Dover is fun because of the commitment, the speed and the way that you drop into the hole. It is just a cool experience. The track will still take your breath away. It’s nerve-wracking when you unload and qualify. I enjoy the challenge, I just haven’t run well there. Last year was the first year where we were putting together a really solid race and we finished top-10 in the First Stage but I had a penalty on pit road, and then the right-front hub broke. It felt like that was the first time we could contend for a top-10 or a top-five finish there. So, I am going to build off that and focus on last year and not the 14 years before that, because it has been a tough place for me. That being said, I enjoy that. I enjoy the places where we struggle. I enjoy the struggle. I enjoy when it sucks, because I am determined for that to not be the case and I want to fix it. I want to focus on fixing it and I am determined to fix it. So, for me it is one of those places where the challenge creates some sort of opportunity, and last year we were 60 percent of the way to fixing it. Hopefully ,this year we can fix it all the way and have a good run.”

Travis Peterson has two starts as a crew chief at Dover Motor Speedway, where he earned a venue-best qualifying effort of eighth in 2024.
In addition to McDowell’s eighth-place qualifying effort last season, Peterson played a key role in Chris Buescher’s pole-position while serving as a race engineer for RFK Racing in 2022.
Carson Hocevar – Driver, No. 77 Spire Motorsports Chevrolet ZL1
Carson Hocevar, driver of the No. 77 MINER Chevrolet ZL1 for Spire Motorsports, is set to make his second NASCAR Cup Series start Sunday at Dover Motor Speedway. He started 20th and finished 22nd last April in his lone Cup Series start at the “Monster Mile.”
Hocevar made his only NASCAR CRAFTSMAN Truck Series start at the one-mile, concrete oval in August 2020 when he was 17-years-old where he qualified 20th and finished 12th to earn his first top-15 finish in just his fourth series start.
In the Cup Series most recent race at Sonoma Raceway, the No. 77 team was on pace for a top-10 finish after struggling early in the event. Hocevar drove from last to fifth and was battling drivers with fresher tires as the field approached three laps to go. While the Portage, Mich., native battled to hold on to position, contact from another competitor forced him from the racing surface, causing him to lose multiple positions. Ultimately, he was scored 32nd in the final rundown, his second consecutive finish outside the top 30.
In the series last oval race at Atlanta Motor Speedway, Hocevar earned his fourth top-10 finish of the year. The week prior, he brought home an 18th-place result at Pocono Raceway.
With 16 races remaining on the 2025 schedule, Hocevar sits 24th in points with two top fives and four top 10s. He earned his career-first Cup Series pole earlier this year at Texas Motor Speedway.

What is it like to race at Dover?
“If we didn’t have Bristol on the schedule, I think Dover would be a very eye-opening experience. It reminds me a lot of Bristol with the concrete surface and banking, but at Dover you’re carrying a lot more speed. The lap time isn’t as fast and it feels slower than it really is, but it’s definitely a handful. Dover is its own challenge, just because you have to figure out how to get your car to a place where you’re comfortable carrying so much speed through those really high-banked corners. There are definitely moments where your mind is probably saying there’s no way we can run almost wide open here in qualifying, but we do it every time. It’s a tough track mentally and physically.”

Katherine Legge adds Brickyard 400 to 2025 NASCAR schedule

Katherine Legge has once again expanded her 2025 NASCAR schedule, adding the Brickyard 400 at Indianapolis Motor Speedway. She will again pilot the No. 78 Live Fast Motorsports Chevrolet in her fifth Cup race of the year.
The effort will be backed by Desnuda Organic Tequila and Indiana-based venture studio Droplight.
Legge was already planning to run the No. 32 Jordan Anderson Racing Chevrolet in Saturday’s Xfinity race. She has plenty of experience at the IMS oval, but not in stock cars. Legge has four starts in the Indianapolis 500 between 2012 and 2024, finishing as high as 22nd.
Legge has also removed the Richmond Raceway Cup race from her 2025 plans, replacing it with the Las Vegas Motor Speedway event on October 12th. That is expected to be her final start of the 2025 season, ending the year with 13 starts between the Cup and Xfinity Series.

The IMSA GTD winner made her Cup debut at Phoenix in March, but that ended in a crash. By starting that race, she became the first woman to run a Cup race since Danica Patrick took part in the 2018 Daytona 500. Her best result came at the Chicago Street Course, finishing 19th after beating 23XI Racing’s Corey Heim for the final open spot on the grid in qualifying. She also ran the road course races in Mexico City and at Sonoma Raceway.
Legge also has five starts in the Xfinity Series this year, but four DNFs due to crashes so far. In the one race she did reach the checkered flag, Legge finished 32nd. She will be aiming to improve on that in a big way when the series rolls into IMS next weekend.

After several crazy weeks of road course racing, NASCAR returns to ovals this week. The Monster Mile at Dover Motor Speedway will have plenty of twists and turns. But before the drivers can even arrive at the Dover, Delaware, track, some big news in the garage area has people talking. 23XI and Front Row Motorsports appear to be on track to lose their charters this week, but they filed a new motion on Monday with a new case against NASCAR, alleging that the sport may be considering selling those charters to someone else, potentially right under their noses. Not to mention, the Cup race will see a new Goodyear tire brought to the track.

23XI and Front Row Motorsports Bring New Injunction Filing Against NASCAR
In what is now their third try to force a preliminary injunction against NASCAR. Michael Jordan’s team, along with Front Row Motorsports filed for a temporary restraining order and preliminary injunction that would ensure the teams keep racing their three chartered cars for the rest of the 2025 season.
Which had come into question after the team’s initial injunction was denied. Which would have seen them begin racing this weekend at Dover without charters. This time, the teams seem to have evidence that they claim that NASCAR wants to sell the six charters that are in question.
” Since the Fourth Circuit’s decision, NASCAR has signaled its intention to immediately move to sell or issue Plaintiffs’ charters to other entities- putting Plaintiffs in irreparable jeopardy of never getting their charters back and going out of business,” 23XI Racing and Front Row Motorsports said in its court filing.
They also claim they have a letter from NASCAR indicating exactly that, according to Austin Konenski from Motorsports Wire.

Goodyear Brings New Tire for One Time Only
According to Rick Heinrich, the Goodyear NASCAR product manager, the NASCAR Cup Series race will feature a brand new Goodyear Eagle tire that hasn’t been seen before. In a one-race move, this new Goodyear Racing Eagle tire setup has been designed specifically for the ever-changing track surface at Dover. The tire in itself has been designed to withstand the high speeds and high loads associated with racing at the Monster Mile.
“Laying rubber down on this concrete surface is a key factor in the design of our tread compounds for Dover,” Heinrich said. ” While the track turns black as cars lay rubber down during green flag racing, the hot tires then pick up this same rubber when the track cools under cautions. Dover presents a unique opportunity to engineer a tire to help in laying down rubber on a particularly smooth surface, and we’ve designed the product to do just that.”
The only real question mark with this tire is the fact that it wasn’t tested. It’s going to make Dover interesting, to say the least.
Huge Opportunity for Young Stars Connected to Hendrick Motorsports
If you have been wondering whether or not Rajah Caruth was going to get a shot in an Xfinity Series car this year, you have your answer. Sure, many were hoping it would be behind the wheel of the No. 17 Hendrickcars.com Chevy for Hendrick Motorsports.
The No. 17 will be on track this weekend at Dover, but it will have 20-year-old Jake Finch behind the wheel. The son of former NASCAR team owner James Finch will make his Xfinity Series debut at the Monster Mile.

He won’t be alone on Saturday. Caruth will also attempt to make the field behind the wheel of the No. 32 Chevrolet for Jordan Anderson Racing. He will get a shot in the No. 32 with sponsorship from Events DC. A great opportunity for Rajah and an entertainment and recreation organization from his hometown of Washington, DC.

It makes for an entertaining weekend in the Xfinity Series, with ARCA Series regular Lavar Scott also making his Xfinity Series debut this weekend.

Yet when he signed the contract with Legacy, Ware has said, he didn’t read it through and catch that the sale terms were for next season and not 2027, when he’d have both charters in his possession.
RWR is alleging Legacy pulled a bait-and-switch, and if true, it is on Ware for not seeing it in the contract he signed.
The curveball came when T.J. Puchyr, the Spire co-founder who now acts as a consultant and brokered the deal between Legacy and Ware, said last month he plans to buy Ware’s team. Legacy argued in court Monday it was blindsided by the news, that if Ware is selling then the charter rightfully belongs to them, and they urgently needed depositions before Ware sold his race team out from under them.
It didn’t help when Ware’s lawyers couldn’t answer questions about a potential sale: ”I think you need to talk to your client,” the judge told them before warning Ware may be in contempt of court and ordering depositions for later this week.
Ware, meanwhile, apparently accepted the Legacy offer for his charter despite a second bid of more than $50 million from another party. With NASCAR indicating through discovery in the 23XI/FRM suit that it has interested buyers for the six charters, it is a seller’s market.
Johnson, with financial backing from Knighthead, is certain he will be getting the Ware charter one way or another to expand Legacy to three full-time Cup Series drivers.

The two race teams suing NASCAR over antitrust allegations filed for a temporary restraining order and preliminary injunction to be recognized as chartered organizations for the remainder of 2025.
The two race teams suing NASCAR over antitrust allegations filed for a temporary restraining order and preliminary injunction Monday to be recognized as chartered organizations for the remainder of 2025.
23XI Racing and Front Row Motorsports are locked in a lengthy legal battle over the charter system, which is the equivalent of the franchise model in other sports. 23XI, owned by retired NBA great Michael Jordan and three-time Daytona 500 winner Denny Hamlin, and Front Row, owned by entrepreneur Bob Jenkins, last September rejected NASCAR’s final proposal on extensions and instead filed an antitrust suit.
The case is winding its way through the court system but now with urgency: the teams were set to lose their charters Wednesday and in the latest filing, they allege NASCAR has indicated it will immediately begin the process of selling the six tags that guarantee entry into every race as well as monetary rewards and other benefits.
After the filing NASCAR was ordered to respond by 5 p.m. Wednesday — which means there would be no ruling on if the charters will be revoked likely until Thursday, at the earliest.
“Today we filed a motion in the district court for a renewed preliminary injunction and temporary restraining order to protect the teams’ ability to race chartered for the remainder of the 2025 Cup Series season and prevent irreparable business harm to 23XI and Front Row Motorsports until we can present our case at trial in December,” said Jeffery Kessler, attorney for the teams.
“New information surfaced through the discovery process that overwhelmingly supports our position that a preliminary injunction is legally warranted and necessary. The teams’ love of stock car racing and belief in a better future for the sport for all parties – teams, drivers, employees, sponsors, and fans – continues to motivate their efforts to pursue this antitrust case.”
There were large portions of the filing redacted because the arguments are based on information learned through discovery, making it confidential, for now. But, the urgency is likely tied to NASCAR indicating it plans to immediately begin selling the charters if they are revoked.
Should the teams have their six combined charters revoked, the drivers would have to qualify on speed to make each week’s race and would receive a smaller percentage of the purse. They may also have to refund money paid out through the first 20 races of the year.
NASCAR accused 23XI and Front Row of filing “a third motion for another unnecessary and inappropriate preliminary injunction” and noted it has made multiple requests to the teams “to present a proposal to resolve this litigation.”
“We have yet to receive a proposal from 23XI or Front Row, as they have instead preferred to continue their damaging and distracting lawsuit,” NASCAR said in a statement. “We will defend NASCAR’s integrity from this baseless lawsuit forced upon the sport that threatens to divide the stakeholders committed to serving race fans everywhere.
“We remain focused on collaborating with the 13 race teams that signed the 2025 charter agreements and share our mutual goal of delivering the best racing in the world each week, including this weekend in Dover.”
Also on Monday, Rick Ware Racing and Legacy Motor Club had a short virtual hearing in a North Carolina court over their fight for a charter.
Legacy, owned by seven-time NASCAR champion Jimmie Johnson, contends it had an agreement with RWR to lease one of its two charters in 2026. RWR contends the agreement was for 2027 and it already has a contract with RFK Racing to lease that team a charter next season.
Legacy on Monday asked for and was granted the right to depose RWR over the recent revelation that T.J. Puchyr, one of the founders of Spire Motorsports, plans to purchase the race team. Legacy contends if Ware is selling the team, then one of the charters should be transferred to its organization.
Legacy also argued that Ware did not disclose he was entering into a sales agreement with a third party — Puchyr, who is now a consultant and brokered the initial lease deal between RWR and Legacy — in an April hearing. The judge in that case warned that RWR could be in contempt of court if it misrepresented its intentions in the first hearing.
